Each activity "she" will engage in is a "step" in life.. Moving out of her family home is one step; finding her first job is another step, and of course, meeting the love of her life is yet another step. Each of these activities or events are "steps" in her personal development.

When Bob says: "One step at a time." He means that he is concerned that "she" is trying to undertake more steps at one time than she is prepared to. He wants "her" to take each life step as it happens and not to rush. One step at one time, not many steps all at once. Nancy believes that "she" is prepared to deal with each activity and will not rush through many life steps at one time, so she reassures Bob that it is time to allow "her" to start her own life – to begin each life step (moving out, finding a job and meeting the love her life) one activity at a time.
